If someone doesn't think The Godfather is interesting then calling the movie boring fits the definition. If they did think the movie was interesting then they wouldn't find it boring.

Oh so anything can be boring. The word has no meaning then. I suppose The Matrix is boring. Pulp Fiction must be boring too. I suppose The Raid, Jaws, and Robocop are boring.

The word does have a definition and I just defined it and of course anything can be boring.

You are just unwilling to accept it.
