Films we don't enjoy or can't get into often seem boring. It's largely subjective, but to the critic in question the film being castigated does indeed induce boredom. That isn't to say that others are going to agree. As with anything - food, movies, music - the nature of the emotional reaction generated by the stimulus is going to vary from individual to individual.
