I’m guessing they want to avoid the problem they faced with Shazam! and Godzilla: King of the Monsters, where they released the initial trailers at Comic Con, then waited many months before following up on them, thus possibly diluting the hype. Maybe they'll screen Joker at TIFF or something, assuming they have faith in it. Solid speculation. Didn't even think about that. When Disney/Marvel skips CC they have D23 Expo to fall back on. When I read Warner Brothers was skipping I had no clue why. Your hypothesis is very plausible.
