so while there are some legitimate claims, many are either exaggerated or a flat out lie. so if they changed laws to make it easier to sue the Catholic church, I would have to assume, given that articles info there, many more false claims would be made and that takes $ away from the church which would be used for good.

Neither one expresses any concern about such an extension increasing the number of false claims. They do express concern about losing money that could otherwise go to educational and charitable activities.
To that concern, this would be my advice for any diocese taking a financial hit: Apply to the Vatican for reimbursement. They need to make good on any losses you suffer, since it was their policy you were carrying out.
