Blade Runner. Tops IMO.
...But pretty much anything by Ridley Scott has amazing production design. Alien, Gladiator, Black Rain, etc. You may not like the movie itself, but you cant deny that it LOOKS amazing. Prometheus: awful movie, but beautiful to look at.
p.s. Yes, Dick Tracy is an underrated masterpiece of production design.
