I would say as soon as it started running into the walls but yeah, there's a possibility that you may never know if the dog is losing sight unless you speak to a vet. Their sense of smell is very strong, so much so that they may be able to maneuver around without sight.
I owned a dachshund that had a heart condition but we were never aware of it. When we took him to the vet for a checkup, the doc there gave him an x-ray and found water surrounding it. We never knew he was having any problems. They gave him medication and he took it until he passed away in 2006.
Animals are a mystery.
