Depends on the application... If I'm having it in a cookie, I prefer semi-sweet. If it's used in candies, then milk.
White chocolate is not real chocolate, by the way. Mainly because there's no chocolate liqueur in it (it may have cocoa butter in it, but that's all).
As for why milk chocolate is so sweet, it's cause the majority of brands use condensed milk when making it.
