I agree, it is indeed an underrated gem. A gritty and hard-hitting drama that deals with loneliness and alienation and, as you mentioned, fits into that subgenre of anti-establishment films with sad endings. Al Pacino is great as always, but Gene Hackman owns it; this is one of my favorite Hackman performances.
A film historian once called Scarecrow "a kind of 70s version of Steinbeck's Of Mine And Men." I believe that to be an accurate statement.
