How did Fury climb the ranks in 15 years?

Ranks from what? In CM Fury seems to only be answering to Keller, Fury could be a relatively high ranking agent in CM, he's experienced enough to be training Coulson after all, add in Fury's one of a kind friendships with the Skrulls and Danvers, plus his retrieval of the Tesseract would give him significant clout and he seemed to have a friendship with Pierce in TWS so he had connections there also.
