People in the service who have college degrees before entering, have displayed particularly heroic efforts, leadership qualities, earn medals, and undergone special trainings, often get bumped up much faster than those who have more average careers.
I imagine saving the world and creating a peaceful relations with the an alien race would rate highly in that regard.
Plus he lost an eye doing it. No one has to know how. They just have to know he did.
