I think the idea is similar to what was done in The Dark Knight Rises with the point of Batman being more than just a man in a mask. It's a name with meaning, a symbol, etc. So with this James Bond film, it's about how the 007 number is more than just James Bond. It's a number with meaning, a symbol, etc.
James Bond is 007. Nobody wants to see another character as 007, man or woman. This is an awful idea.
