Many American caucasians are of British descent anyway. On a similar note, casting an actor of Chinese descent doesn’t mean the actor can’t be American.

As for why they’re insistent on making sure the actor is of Chinese and not Japanese or Korean descent, part of that might be to better appeal to China. Casting, for example, a Japanese actor to play a Chinese character probably wouldn’t go over very well with China.
