Because the Academy doesn't see them as important movies, or at least not as important as dramas.
I can't really argue with that because most action movies are just made to entertain, not to make you think.
Die Hard for example is a great action movie, but it's not exactly thought-provoking and doesn't have much emotional depth imo. It is mostly just great entertainment.
