If Past Nebula can access the memories of a Nebula 3200 days in the future, then there's no reason (at least none given in the movie) that Past Nebula can't access the memories of a Nebula 3300 days in the future since both points are just future points in time to past Nebula.

There is a reason...the Nebula that traveled back hadn't seen or heard about Tony's snap yet, so that information could not have traveled with her.

It's like sending a hard drive back in time. It's not going to contain any data that wasn't on it before it went back.
