Or will MCU retcon it and just ignore those consequences like how they ignored the fact that Bucky murdered 2 innocent civilians and is a fugitive from the law and ignored the fact that Cap is also a fugitive from the law after aiding and abetting Bucky to flee from the law?
Those two things were referred to directly in Infinity War, Captain America was still on the run and Ross wanted him arrested. Winter Soldier was also being hidden away in Wakanda so that's wrong.
So no, they obviously won't retcon it, as again, they clearly said that's what the story would be about.
