-The move to June made it face tons of competition. Not even Secret Life of Pet 2 came out unscathed, which made less than half of the previous film’s box office.

-The move hurt the marketing campaign due to the merger layoffs. This was reported back in March. The movie had less awareness rates any other X-film and even Rocketman as a result.

-Misleadingly marketing hurts movies. That is a known fact.

Previous entries also hurt franchise movies, also. And taking X-men off the title could also be a factor. They aren't Logan or Deadpool.

I think they could have bounced back from Apocalypse. The Wolverine series bounced back from Origins.
