If the bystanders know that the perpetrators are guilty but do nothing, which includes not doing anything to hinder justice, then the bystanders are innocent as well IMO. They could say that they didn't want to believe the crimes were true.
But if the bystanders actively prevent investigations and cover up what the perpetrators did, to prevent the perpetrators from facing secular justice, then the bystanders are guilty.
