The difference is that Captain America: Civil War wasn't really a Captain America movie but really Avengers 2.5. So Civil War was really a sequel to 2 Avengers movies, both of which reach $1 billion at the box office. That's the only reason Civil War was able to reach $1 billion at the box office.

GotG2 is a true sequel to GotG1, which couldn't even reach $800 million at the box office. So GotG2, which is worse than GotG1, won't reach $1 billion at the box office.

No, Civil War was a Cap movie. It just didn't ignore the rest of the Universe. This is how a Shared Universe works, this is what DC has been trying to do but keeps failing at because they don't think things through.

I mean really, they had an easy excuse for how Joker is still alive despite Batman killing people and they didn't use it.
