2nd: Why would Fury quarantine a ca that has been on earth without incident for over 5 years, if it ha communicable diseases it would have been noticed by now, and quarantining an animal that has been livig on a US government base for over 5 years without incident wouldn't make sense.

3rd - What procedures are you referring to? modern day? Even if we currently had procedures on quarantining an animal that as ben living fine without issue for the better part of a decade given that this happened 20+ years in the past assuming they follow modern quarantine procedures is idiotic.
