HARRY thought SPIDER-MAN was a murderer. He teamed up with DOC OCK because he thought it was the right thing to do.

That doesn’t really change him from being the villain

It had nothing to do with being the right thing. After all he knew Doc Ock was a bad guy.

Plus he was only doing it for revenge which is a common villain trope.
