He became good as a result of amnesia, became bad, and only became good again when he had nothing to avenge. He was not an anti-hero.
Most villains think they are the hero of their own story, believing you are in the right doesn't make what you do ok, also the fact he assumed Spidey was a murderer without any proof or reasoning and so was willing to kill first and ask questions never, him pulling a gun to shoot Spidey when he finds him over his dead father is one thing, to keep a burning hatred without ever checking to be sure Spidey did something like that is another, as is finding out daddy was the evil Green Goblin and wilfully redoing the experiment that fucked him up and turned him murderous.
