Pretty much, but they're still the best of their genre. Save for 3 Batman movies (four tops, and not all from the same trilogy), 2 Superman movies (none past 1980) and 2 Spiderman movies (one live action one computer animated), the next best superhero movies are as good or a little better than the MCU's worst. There's an argument for Wonder Woman over Captain America. I'd put 2 of the 4 remaining live action Batmans over some of the MCU part 2's and if you really pressed me, I'd put one of the omitted Spiderman movies over Captain Marvel and Ant-Man. And the Deadpools. I love both Deadpools, and this coming from a guy who's never cared for Ryan Reynolds. Sure do now!
So outside of a small handful of debatable exceptions and a smaller handful of bona fide exceptions, the MCU's way better.
This is also coming from a guy whose favorite characters before all movies were Spiderman, X-Men, Hulk and Batman.
