Except, I would add that it requires more than being able to prove it. It also requires a political demand that investigation & prosecution be pursued, which is usually lacking. Every once in a great while they will make a sacrificial lamb of a Martha Stewart or a Michael Milken, but insider trading is rampant & little is generally done about it.
