He was going through something he was not supposed to and he found the photo and as he was looking at it, he got interrupted and in a panic he quickly put the photo in his pants instead of putting it away.

I thought it was a picture of the woman who was taking off his clothes and they discovered he kept the photo in his underwear for weird sexually obsessive reasons!
