One of the dumbest things you've ever said. Each team's opponents are determined the instant the previous regular season ends because the system is automatic.
Each team plays their divisional opponents twice each, an entire division in the other conference rotating annually, an entire division within their conference rotating annually, and the remaining two teams in their conference that finished in the same spot in their respective divisions.
This means every team has 4 games against 1st place teams, 4 against 2nd place teams, 4 against 3rd place teams, and 4 against 4th place teams.
For example, the Pats this year play PIT, @ BAL, @ CIN, and CLE. aka the AFC North. Two home, two away. In 2016, the Pats played those same 4 teams, @ PIT, @ CLE, so even home field rotates.
They also play HOU and KC (1 home 1 away) because they were both first in their divisions last year just like NE. There is absolutely no discretion in determining who plays whom or where.
