Super Bowl hosting should be a lottery, with no city allowed to host again for 8yrs after duties. Do they ever play it in non-NFL cities? Could Toronto ever host one? Pasadena, Rose Bowl stadium, & Stanford CA have hosted. Toronto would very likely no, not least of all no local team/ownership to make money on it & no new NFL stadium/upgrades to promote/reward. There would have to be some catastrophic incident for the SB to play here, which would be too big not to just cancel the game altogether - there are dozens of college stadiums which would immediately be found in lieu of NFL ones.
