The medical report just shows that Steve Rogers is an extremely selfish asshole whom doesn't give a shit that he would be a liability on the battlefield and would put his fellow soldiers at risk since his fellow soldiers would not only have to fight their own battles but also fight Rogers' battles. None of that's true. His first real act of battle was liberating his captured allies, walking back to camp and offering himself for discipilinary action, which was refused. He then went on to be the poster boy for using his strength for the war effort. He did it throughout the rest of the movie, culminating in his decision to lay down his life to save millions of others, and this put him on a path to saving half of all life in the universe. Everything I wrote is true. He selfishly wanted to join the Army even though he knew he couldn't fight for himself and would be a liability on the battlefield and would put his fellow soldiers at risk. He aids and abets a double-murderer to flee from the authorities, resulting in a high-speed chase through a crowded street, which not only endangered the lives of law enforcement officers but also endangered the lives of civilians. Moreover, by aiding and abetting a double-murderer to flee from the authorities, he forced law enforcement to spend valuable manpower and resources to try to track down and apprehend Bucky, which results in fewer law enforcement officers and resource for tracking down and apprehending other criminals and thus making it easier for other criminals to commit and get away with crimes against innocent people. And while Thor wasn't allowed to change history and warn his mother that she would be killed when Thor traveled back in time, Rogers changes history by hooking up with Peggy Carter and stealing Peggy Carter away from the mas she's supposed to marry and thus ensuring that Peggy Carter's children with the man she's supposed to marry will never be born.
Steve Rogers isn't a hero but a selfish asshole who's always putting innocent lives in danger and who always wants to be in charge, like a tyrant.
