Rogers was rejected from the Army after he failed his physical. Administrative assistants, orderlies, and other aides don't need to pass a physical to get into the Army. Only soldiers in combat need to pass a physical to get into the Army. Rogers was trying to enlist to go into combat. That's why he had to pass a physical to get into the Army.

It was extremely selfish for Rogers to want to do that since he couldn't even fight for himself and needed Bucky to step in and save him so he would be a liability on the battlefield and would put his fellow soldiers at risk since his fellow soldiers would not only have to fight their own battles but also fight Rogers' battles.

Really because surely they would actually gauge and assess Steve's abilities during basic training and learn where to best utilise him right? I mean all that passing his physical meant is that some doctor said yeah he's good meat for the grinder basically, where as Steve was shown in the movie to be the most mentally fit candidate in his group, as he was the only one with a brain or the consideration for others, so even if he got past his physical no one was going to mistake him for a combat position, but someone with the good sense and determination to serve his country the best way possible like him could be useful in other areas.
