1. Aided and abetted a double-murderer to flee from the authorities, denying justice to the people.
2. Endangered the lives of law enforcement officers.
3. Endangered the lives of civilians.
4. Helped other criminals to commit and get away with crimes against innocent people.
Everyone has answered these numerous times, here I will do it again.
1: Bucky wasn't going to be brought to justice but killed, Steve is told this explicitly, he was also trying o bring Bucky in alive himself, then once brought in he was outright told that Bucky's life was going to be used as leverage over Steve who was laughed at when he manetioned Bucky having a lawyer, making it clear Bucky would not receive fair treatment, as well as taking Bucky so they could prevent an entire squad of Hydra super soldiers being released onto the world rather than be bogged down by hours, days, weeks even months of political bullshit and grandstanding.
2: Cite an incident where he did this? closest I can think is during the attack on Bucky when Steve actually saved officers livers when they ineffectively attacked Bucky.
3: again cite an incident when he did this? you mean the chase on armed terrorist? really? does this mean EVERY ;aw enforcement or armed forces personnel are also guilty? I mean technically yes it endangered those civilians, but for the greater good, that sort of the point, anytime you try to arrest dangerous criminals the public is at risk, but less risk than if you were to leave said criminal or terrorist to do their business, they did after all steal a bio weapon which could be used to kill thousands if not millions, the risk vs. reward is one any agency or armed services would say justified those actions seeing as how they prevented a bio weapon being sold on the black market or used in a terrorist attack.
4: Cite a situation again, when did Steve help criminals commit crimes against innocent people, this one I cannot even guess the bullshit responsde you will have, you fucking simpleton.
