I don't know. Of those two, I would have to say Doctor Doom because there's no undoing Magneto's origin story from the X-Men movie series. It is what it is, it's been done.
Doctor Doom I could see. I wish I knew more about him, but at surface level I would say he's a guy who surrounds himself with opulence and power because he's lived under someone else' boot before and he's never going back. The more he develops his power, the more territory he conquers and the more political headway he makes is all in pursuit of never being under someone's boot. Even his expression, his voice, everything he puts into him image says I'm too powerful to live under a boot, I'll make the world live under mine if that's what it takes.
Among all things that make Joker so powerful is the fact he's just a man. No mutations, no super strength or powers. He's just a dude. His pursuit of power and descent into madness has to reflect a true powerlessness to fight back any other way. His power isn't completely unlike Batman's. He employs fear. Joker's character is an avatar for everything that could go wrong at any time.
They did a really good job with Wilson Fisk in the Daredevil series.
I dunno. I'm all ears for suggestions too.
