Bucky can present his argument that he was brainwashed to a jury of the people, but it should be a jury of the people to decide since murder is a crime against the people.

What do other countries' rules have to do with this? Bucky murdered the Starks in the US so any murder charges against Bucky would be filed by a US court, not a foreign country's court.
