Sneaking in or breaking in, either way, he's illegally entering an area where he's not authorized to enter. So it makes no difference if he sneaks in or breaks in.
Try to pay attention. It makes a difference because breaking in he’s almost guaranteed to fail as Banner. And he is absolutely guaranteed to get caught. But sneaking in or breaking in at night puts less civilian lives at risk since there'll be a lot fewer civilians around at night.
