I've seen this said around and I can see where people are coming from. He's been the main villain of multiple highly successful movies.
Of course everyone knows the character now and he's generally regarded as a good villain. Even if he may not be as good of a villain as Darth Vader, do you think people will still remember him in a couple decades from now?
