I said the groups are alphabetical, not the names within the groups.  Just that alone shows there is a method to what they did.  As mentioned earlier, a number of slabs were done probably when a certain number of missing was confirmed.   If you look at the Vietnam War memorial not knowing why the names were in that order you would assume it was random.  Even more so if you looked at he 9/11 memorial.  In fact I guarantee without looking it up or knowing already you would say the 9/11 one is random

It's not made to be a tool to find who is gone, it is to memorialise them...friends and relatives who submitted the names would be told what slab they are on
