Fury takes orders fron the world security council in Avengers and then in Winter Soldier too. If he didnt then Pearce would still have known because he had undercover spies everywhere including Jasper Sitwell on the helicarrier.
So its still a strange why Secretary Pearce would go to Stark tower to receive the tessersct when in the original movie it was planned to be nuked to smithereens. If Pearce wanted the tessersct in safe condition then the nuke would have been averted because he had ultimate control over everything.

No ones doxxed anyone.

People change plans all the time, you know. Since Manhattan didn't actually get nuked in the end, I don't think it's a stretch to assume that he decided to take the Tesseract for his own.

Also, if you didn't dox(x) anyone, then how did you know someone else's real name when he didn't mention it here?
