Cameron actually CONGRATULATED Endgame and even voiced some support for it, so yeah, one could say that Scorsese is jealous. Scorsese is just jealous that MCU movies is seen in 1000 theaters, while his film, The Irishman, was shown in limited theaters and Netflix. And I saw The Irishman, very good movie I might add. Yeah, unfortunately, Netflix doesn't have a very good relationship with cinema chains. It's quite likely that Chadwick Boseman is right about the whole situation - Scorsese is saying these things because his film is not very likely to do well at the Oscar ceremony this year because of the whole Netflix thing.
