That can't be true.
because most people would be somewhere around average and average is not stupid. although I suspect for many it's more of a question of them not being educated enough in certain subjects etc that might make them appear stupid at times. but once a person learns enough about whatever subject it is, chances are most people will make decent decisions/choices.
