Because his last 3 films before that all made over 4x their budget, 2 grossing into the multiple hundreds of millions of dollars worldwide and Robocop spawned a franchise.
Also Showgirls probably wasn't that massive a bomb compared to the reward, and apparently did great on VHS, a less restricted film delving back into the genre blend Robocop & Total Recall thrived on probably made for an easy sell to a studio.
