No it would not only be applicable if we recorded all of time. Dionysius Exiguus of Scythia Minor split 'all of time' into two halves by devising the dating system: BCE (BC) and CE (AD). Some point after that, some retard, or a group of retards, declared the first decade CE to be 1-9 and other retards (like you) decided that was OK.
2000-2009 and 2010-2019 to be the first two decades of this millennium
Using that logic, one decade of this era ends up short a year, making it not an actual fucking decade.
