I would say so. There are a couple notable flaws like the shield from the Uruk Hai piercing Aragorn's neck and the cranes visible in the theatrical version of Return of the King. Still, I have yet to see a fantasy movie that's quite as good, at least for me. The Wizard of Oz, Powell and Pressburger's The Thief of Baghdad and Pan's Labyrinth are the closest I've seen but even those aren't quite as good.
