I was spanked with a belt on the butt maybe twice in my childhood. I was never hit by my parents other than that. So no, I do not count two belt spankings in eighteen years as physical abuse. I also was spanked on the ass, and if I had to call that abuse of any kind, I would call it sexual abuse rather than physical. As an adult I realize now that my parents didn’t intend anything sexual, and wrongly assumed I was afraid of the physical pain, but from my perspective as a kid, let’s just say I was confused and embarrassed in a way I wouldn’t wish on anybody. The old rule was to spank your kid with an open hand on the ass. People seem to have mixed feelings about a belt. Any other type of hitting of a child was called abuse. Like I said, my dad only hit me with a belt twice, so I can't call that abuse. I don't consider spanking on the butt to be sexual though. It's the only safe padded place to spank a kid.
