How does one determine the actual population of a city? The "city" itself is usually just the downtown area and its surrounding neighborhoods, and it usually has less than a million people.
Anyway, I would choose Miami, though I don't know if it falls under the criteria of "over 1 million people". The city itself has less than a million though the county it's in has 2.5 million.
