The difference between China and the West is the same problem faced by corporations in the west. China was tightly controlled, micromanaged by royalty, which means the whole can never be better than the individual ruler. The west had less centralized authority, divided between religion and ruling families which forced leaders to be more liberal and delegate control. Corporations face the same problem today. Those that are micromanaged are limited to what an individual can achieve. Organizations that delegate and decentralize power can be as great as all the people whom contribute.
