She started out good, got betrayed by her boyfriend, and retaliated with evil vengeance. She admitted it during the film.
Not always, but in this movie, yes.
Nobody's blaming the man for her evil vengeance. But he started it with his betrayal (he cut off her wings so he could fool his father into making him king).
They were both at fault for keeping the feud going so long. But he started it.
But she's totally responsible for her reaction.
