There were many non English language films that missed out in various categories too. Parasite (as good as it is) was in my opinion about the 4th or 5th best foreign language movie of the year. Back to the rinse cycle. They threw the bone to Parasite due to hype. They do not, nor do they need nominate foreign language films in any category other than foreign language. They do so because of political agenda grandstanding. So in 1939, the academy was forced to choose a French film as a nominee for best picture due to 'Political Grandstanding'? He he he that's brilliant. let me guess, it was because the 2nd world war had just started and the Americans wanted to be nice to France?
