Gonna go against the grain here and vote for Danny DeVito's Penguin. It's my favourite interpretation of the character and Batman Returns is my preferred movie.
I do love Nicholson's Joker equally, but The Joker has been tackled very well elsewhere also, i.e. Batman: The Animated Series and The Dark Knight. As a result, I wouldn't say I have a single favourite incarnation of his character.
