I've heard the following with the Patriots: They are not going to sign any really good quarterbacks this year. They are not going to sign any great free agents (not that many are left). By doing so, they'll get a bunch of comp picks for 2021 (for Brady, Collins, Van Noy, etc). They'll also trade a bunch of draft picks this year for 2021 draft picks. All told, maybe they end up with 15 draft picks next year. Maybe they go 6-10 or so next year because Brian Hoyer or Jarrett Stidham starts at QB. So they are sitting around 9-14 in the 2021 draft. They hope somebody like the Bengals or Dolphins have a lousy year after drafting Burrow and Tua. They don't need a QB. New England then says "we'll trade you seven picks for your #1" They end up getting Trevor Lawrence or Justin Fields. I know that sounds funny, & yet that's exactly what Belichick would do for one last unique run of his own ilk. He could draft all over the board & get a new bunch fresh ready to go. You're forgetting he has a spotty draft record.
