I agree with you, that's why I have him listed as a tragic one. But the movie deliberately portrays him to be a villain even before the "strawberry incident", albeit a sympathetic one.

Yup, I agree that Captain Queeg is a villain.

He just isn't a villain in the more traditional sense.
