Rey spent about as much time with Luke as he did Obi Wan and even more with Leia. To be a true Skywalker she need blood connection or marriage connection she has non of that.
But by your logic i guess that means that Luke is also a Kenobi. You're not really picking up on the whole mentor or implied surrogate family thing, are you? Obi Wan to Anakin, Obi Wan to Luke, Luke and Leia to Rey. Kind of a thing in the series.
