When someone says, "The people . . ." They're referring to "most", not "all, without exception".

Do these sentences necessarily mean that only 'most' of the Founding Fathers thought these things? Or that they only spoke for some? You'd think they'd know.

In case law does "The People vs... " mean only most of the people?
